Marriage becomes possible when intimacy is at 5000 or higher. and the marriage is completed after hosting the wedding ceremony.
Wedding Ceremony

• When the ceremony begins, the bride and groom enter the venue and, guided by Mr. Big and in the presence of all attendees, express their feelings and exchange vows.

• During the ceremony, the bride and groom can each toast once to express their gratitude to those in attendance, and to express their gratitude to those who attended the ceremony.

WHEN YOU DIVORCE.

You will lose the bonusses you get from your ring. You can get remarried and it does not restart the level of your ring. So yes you can divorce and re-marry the 3 times, your affection doesn't get restarted.
